This Privacy Notice describes how and why CDOR collects and uses information through our websites and services provided by CDOR (collectively, “CDOR Services”). “CDOR Services” describes public services provided by various Divisions of CDOR, such as the Division of Motor Vehicles and myDMV, and the Division of Taxation and Revenue Online. CDOR Services also includes licensing administered by the Specialized Business Group, the Marijuana Enforcement Division, the Natural Medicine Division, and the Liquor and Tobacco Enforcement Division.
This Privacy Notice does not apply to the Colorado Lottery. The Colorado Lottery maintains a separate privacy policy for its website, app, and other services. By using our websites or CDOR Services, you are consenting to our collection and use of your information in accordance with this Privacy Notice.
What information do we collect about you?
We automatically collect certain information when you access our websites. We also collect personal information that you may provide to us through use of our websites or CDOR Services. Personal information may include your name, home address, email address, phone number, Social Security or other government ID numbers, identity and vehicle records, online account names and passwords, payment and banking information, tax information, or any other information you provide to us that could be used to identify you (“Personal Information”).
A. Information we automatically collect when you visit our websites:
We automatically collect certain information about your visit when you access our websites. That information may include information about the device, operating system, and browser you’re using to access the website, the pages you visit on the website, and other session statistics. We use Google Analytics to collect information about the website’s behavior and your engagement with the website and CDOR Services.
B. Personal Information you provide to us:
CDOR collects and stores Personal Information that you provide to us when you use CDOR Services. For example, we collect vehicle information to provide online vehicle registration and we collect federal and state tax information when you use Revenue Online for purposes of state tax administration. CDOR must collect this information to deliver CDOR Services, but accessing CDOR Services through our websites is voluntary. We also collect Personal Information you provide to us if you fill out a form related to CDOR Services or sign up to receive communications from us.
C. Information from other government agencies:
In accordance with law, CDOR collects Personal Information related to federal tax returns and federal benefit distributions from the Internal Revenue Service and the Social Security Administration. CDOR must collect this information to deliver CDOR Services.
D. Information from social media:
When you engage with us on social media, we collect certain information through the analytics functionality available on those platforms. Any of your information collected or used by those social media platforms is subject to the privacy policies of those platforms.
How do we use your information?
We use your Personal Information as needed to deliver CDOR Services to you, and to customize and support your use of CDOR Services. We also use Personal Information you provide to manage your accounts, to process orders or other transactions, to communicate with you about CDOR Services, and to send you marketing communications based on your preferences.
We use the information we collect automatically to improve the content of our websites and to help us understand how people are using CDOR Services, allowing us to analyze our websites to continually improve the value of the materials available. We may also use this information for general system administration purposes and to prevent abuse of our websites or CDOR Services.
How do we protect your information?
CDOR protects your Personal Information in accordance with all applicable state and federal laws. For example, federal law safeguards federal tax information that you provide or that CDOR receives from the Internal Revenue Service, and state law requires that CDOR keep confidential Personal Information maintained in connection with issuing licenses. How do we share your information?
We share your Personal Information only as needed and in accordance with law with our third-party service providers, payment-processing partners, advertising partners, analytics partners, and business partners that support CDOR Services and communications.
We may disclose your Personal Information to comply with applicable laws, court orders or other legal processes, to protect the rights of CDOR or individuals, or to otherwise resolve disputes.
CDOR is subject to open records laws.
The Colorado Open Records Act (“CORA”), §§ 24-72-201 et seq., C.R.S., provides that all public records shall be open for inspection by any person at reasonable times, except as otherwise provided by law.
CORA applies to the information we collect from you. Unless it is protected by state or federal law, the information you provide to us may become a public record and may be subject to public inspection through a CORA request. This includes information you provide if you submit a CORA request to us.
CDOR keeps confidential all information protected by state and federal law when responding to CORA requests. In particular, state law protects personally identifiable information provided to and maintained by CDOR from disclosure under CORA.
Users are cautioned that the collection of Personal Information that may be provided by or about children will be treated the same as information provided by an adult and may be subject to public access.

Third-party websites:
CDOR’s Services may contain links to other websites. When you follow a link to another website, you are subject to the privacy policy of that website, and this Privacy Notice will no longer apply. In particular, CDOR may collect payments using third-party payment partners. The privacy policies of those third-party payment partners will apply to any information you submit through their websites.
Cookies and Analytics:
Cookies are small text files stored on your device which help us save your preferences and other information about your visit. CDOR uses third-party cookies and analytics from services including Siteimprove, Google Analytics, and Constant Contact to measure interaction with CDOR Services and improve them.
Third parties may collect and use information as we have described in this Notice and pursuant to their own privacy policies.

We may amend this Privacy Notice from time to time. We will post any changes on this page.
